—On Professional, yes — the section copy is written with you from your brief and whatever material you already have. On Basic you supply the text and I structure and lay it out.
Not to start. I build on a temporary address you can review, but the page has to point at a domain you own before launch. Buying one takes minutes and it stays registered in your name, not mine.
A short brief, your logo and brand files if you have them, the text and images for each page, and access to your domain or hosting. Those four are also what holds a start up — if any is missing I tell you before the clock begins, not halfway through.
Each package includes a fixed number. Beyond that, add the Extra Revision add-on — the limit on your order updates with it.

Yes. Once the final payment clears, the code, the design files and every account created for the project are transferred to you. There is no licence to renew and nothing stays locked to me.
